"It's mostly the sort of thing you saw. A gathering to talk about something important to the community--such as it is." Proteus poked at the ice in his glass with a straw. "Sometimes... it's to pass judgment on a Spook who's broken the rules."
He glanced up at Daws. "They look to me for that. Does that surprise you?"

Daws tipped her head thoughtfully. "Not really." She replied after a moment. "You've got a lot of experience to draw from -- and you're uninvolved enough to make a fair judgement. I guess the only thing that might surprise me would be you actually passing a 'guilty' judgement -- if Spook law is as martial as I get the feeling it is."

"You've had a bad impression of them," Proteus said, with a faint smile. "Fact is, as long as I've been among them, no Spook has ever killed another. Oh, they scrap sometimes over one thing or another--but they only get seriously rough with outsiders.
"There are other punishments than violent ones. The worst is exile from Spooktown. That may not sound so terrible to you, but a Spook who doesn't have the rest behind him can find he's pretty vulnerable, out in the world alone. I don't like to hand down even that much of a sentence--but sometimes it's justified, for the sake of the rest." Proteus made an ambivalent gesture. "Anyway, my word isn't law. I can only make recommendations."

Daws smiled wryly. "Knowing your position on violence? No. You probably don't. Which is too bad, really -- some of those things make for an awful good story."
She shrugged amiably. "Not that it's all been violence and explosions. We've had one or two encounters where nobody got hurt."

Daws chuckled. "Okay, fair enough. We'll keep the stories of reckless underground rebellion to ourselves."
Then she grinned and nudged Joey's elbow. "Besides, the more we keep to ourselves now, the more we'll be able to sell the movie rights for someday." She said jokingly.

Joey rolled his eyes. "You really think you could ever tell any of those stories without going straight to jail forever? Even if you weren't a mutant, I don't think arson goes over real big."
Proteus chuckled grimly. "From what I've heard, arson is Major Vance's department."
